Roshandra "Shannie" Ruffin serves as a Regional Manager with Hayes Gibson Property Services and has more than 18 years of experience in the multifamily housing industry, which began as a Leasing Consultant in affordable housing and progressed through roles including Assistant Property Manager, Property Manager, Assistant Regional Manager, and Director of Compliance.

Shannie has extensive expertise in affordable housing programs and compliance, including HUD regulations, IRS Section 42 Low-Income Housing Tax Credits, HOME requirements, and related reporting. Her credentials include the Housing Credit Certified Professional (HCCP), Certified Credit Compliance Professional (C3P), and Housing Compliance Manager of HOME Funds (CHM-HF) designations.

A strong advocate for continuing education, Shannie encourages professional certification and development within her team and actively coordinates training opportunities. She is also involved with the St. Louis Apartment Association, supporting industry organizations and vendors while fostering professional growth.

Her leadership has been recognized within the industry, including the 2021 SLAA Rising Star Award for Behind-the-Scenes Professional of the Year. Shannie is known for leading by example, collaborating across teams, and bringing professionalism and strong customer service to her work. Outside of work, the St. Louis native enjoys spending time with family and friends.
